Od dob založení Spojené Federace Planet byla základní směrnice zcela jasná - žádná expedice hvězdné flotily se nesmí vměšovat do přirozeného vývoje jiných civilizací, dokud nebudou připraveny na první kontakt - čili dokud neobjeví technologii hypermotoru.
